The British researcher Ian Manners states that the unique identity of the Union in the international arena is formed by its normative power. An important policy area within the Union is the environmental cooperation.

Y1 - 2002. N2 - Twenty years ago, in the pages of the Journal of Common Market Studies, Hedley Bull launched a searing critique of the European Community's ‘civilian power' in international affairs. The end of the Cold War, the Treaty on European Union, and wars in Kuwait and the Former Yugoslavia all raised methodological, theoretical and empirical questions over the study of the European Union’s (EU) ‘international identity’ (Whitman 1994, 1996, 1998; Manners and Whitman 1998, 2003). Number 2. pp. 235–58 Abstract Twenty years ago, in the pages of the Journal of Common Market Studies, Hedley Bull launched a searing critique of the European Community’s ‘civilian power’ in international affairs.
He argues that the European Union’s specific history “pre‐disposes it to act in a normative way” (Manners 2002: 242) based on norms such as democracy, rule of law, social justice and respect for human rights. There has been a burgeoning literature on the conceptualization of Europe as a normative power (NPE) since Ian Manners published his seminal article more than a decade ago.
